Gov. John Kasich plan for schools not just cuts

If a school remains in the bottom 5 percent for three years, the Ohio Department of Education could close it. Parents could also take it over, and either replace most of the staff or convert it into a charter school. Sommers said he hopes neither of these scenarios will ever occur.

Kasich’s policies also made it clear: If the father wasn’t happy with the district’s response, he should be able to send his daughter elsewhere. Depending on the district, the state might even pay for it.
